Thanks to your calls, on June 5, the NYS Assembly Codes Committee UNANIMOUSLY approved A3431D, banning devocalization--the outrageously cruel practice of cutting vocal cords just to stifle a dog's or cat's voice. It's always dangerous, even when performed by an experienced vet. And it's always inhumane.
But the proposed ban isn't law yet.
In these last 10 days of the NYS Legislature's year, your calls to lawmakers urging an enforceable devocalization ban are more important than ever.
Assembly Bill 3431D and Senate Bill S6167C both must pass on the floor of their respective chambers by June 21 or the devocalization ban will die.
If the proposed ban fails to pass--or it is amended as lobbies that profit from devocalization want--dogs and cats will continue to choke to death. They'll suffer heatstroke even in mild weather, or die of pneumonia after inhaling food, water or vomit into their lungs. The "lucky" ones will struggle to breathe and hack away like chain smokers the rest of their lives.
And for what? Devocalized dogs and cats are abandoned and convenience euthanized just like any other. Cutting their vocal cords doesn't keep them in good homes. Humane, responsible people do.

Call These 3 Lawmakers--Even If You Already Have. Their Support is Crucial.

Always be polite. - To ensure your message is clear, please say the following, including the bill numbers, exactly:
1) Tell the office of Senate Majority Leader Skelos, 518-455-3171: “I’d like the Senator to bring S6167C to the floor and ensure it becomes law this session, no amendments. Humane people are counting on the Senator's help.” If you're one of his constituents, say so.
2) Tell the office of Assembly Speaker Silver at 518-455-3791: “Now that Codes has passed A3431D, I’d like the Speaker to bring it to the floor and ensure it becomes law this session, no amendments. Humane people are counting on the Speaker's help.” If you're one of his constituents, say so.
